Asylum

The United States protects those who can establish that they have a well-founded fear of persecution in their home country for reasons of race, religion, nationality, membership in a particular social group or political opinion.  In order to apply for asylum you must be physically present in the U.S.  Moreover, you must apply for asylum within one year of arrival in the U.S., unless you fall under one of the exceptions.
